This is a simple 5 watt solar panel that I am hooking up to a cigarette plug to charge my batteries on my truck that I don't drive much. The panel puts out 24 volts. How do I convert it to 12 volts?

Get a voltage regulator to regulate the 24 volts down to 13.6 volts to charge your battery.
Converters are shown in the link below.
However, most solar panels are 12 volts. I am thinking your have two panels connected in series to get 24 volts. It that is the case perhaps there is a way to wire them parallel instead of series, this would provide 12 volts and double the current.
